The register keeps them because the arrangement is real and useful, not because it resembles an atoll: a full resort day within half an hour of a capital is a genuine product with genuine demand. What it is not is seclusion, and the entries say so in their first lines.
One exception rewards attention. Sir Bani Yas was rewilded with oryx and cheetah in the 1970s, decades before any hotel stood on it, and the wildlife programme still sets the rules on where guests may go.
