What gets into the register, and what does not
The register records resorts that occupy an island of their own — and, deliberately, the properties that come close without meeting that test. A record is created when a property exists, not when it qualifies for the core collection.
The core test is one island, one resort: no second hotel, no town, no day visitors. Properties that fail it are still recorded, on a shelf that says which part they fail. An island shared with a village is not excluded; it is described as shared.
A record is refused only when the subject is not an island property at all. One entry has been refused on that ground and its code retired rather than reused.
Inclusion is never bought. No property has paid, or can pay, to enter the register or to change a field in it.
